The Case:

It is not an awful lot in terms of detail, but this is what Hamberger tells us:

"Tallar ist im Raum Banat, Südsiebenbürgen und Klein Walachei insgesamt 30 Jahre lang, zweimal als Zeuge, dreimal als amtlich beauftragter Visitator, in vampiristischen Angelegenheiten tätig: 1724 unter dem gayerischen Regiment im siebenbürgischen Deva an der Donau, 1728 unter dem Vetteranischen im Walachischen Oburscha (ein Dorf bei Widin an der walachisch-türkischen Grenze), 1753 in den drei Ortschaften Klein Dikvan, Sebell (wahrscheinlich Jebel bei Temesvar) und Kallatsa."

So far we have only been given the name of the place and the date. Fortunately Tallar also gives us the story:

In this case he had known the "vampire" well while he was still alive. It was the "Burkalap oder Richter des Dorfes Obarcha in der Wallachei ohnweit Vadutill, bey Widin" and Tallar had often stayed the night in his house. It was a corpulent man who drank quite a lot of wine and brandy.

The Date:

We have been given the year: 1728.

The Place:

"Oburscha" (or "Obarcha") is now called "Obarsia de Camp" and can be found North of the Bulgarian town Vidin, across the border, on the Romanian side of the river Danube. And nearby "Widin" is the Bulgarian town "Vidin".

You can start with reading your copy of Hamberger's "Mortuus Non Mordet". Then see what Hamberger's sources are. You could also try to find further information about Georg Tallar. Or better still try to get hold of a copy of his "Visum repertum anatomico-chirurgicum, oder, Gründlicher Bericht von den sogenannten Blutsäugern, Vampier, oder in der wallachischen Sprache Moroi, in der Wallachey, Siebenbürgen, und Banat : welchen eine eigends dahin abgeordnete Untersuchungskommission der löbl. k. k. Administration im Jahre 1756 erstattet hat".
