The Source:

Bernhard Stern:
"Geschichte der offentlichen Sittlichkeit in Russland"
Berlin, 1907

The Case:

This is what Mr. Stern tells us:

Which more or less translates into something like this.

"In the year of 1860 the peasants of the village Tschuwaschkij Kalmajur, in the region Stawropol of the district Samara, dug up the corpse of a man who had died of drinking, and who was now considered to be the cause of the lack of rain. They put an oakwood stake through the corpse."

The Date:

We have been given a date: the year of 1860.

The Place:

Chuvashkiy Kalmayur, which now seems to have grown into something somewhat larger than just a village, can be found somewhere between Ulyanovsk and Dimitrovgrad.

Possible Follow-Up:

First read the book by Stern. He must have found this story somewhere. So let's try to find his source.
